  IELTS Candidate Rules  
  The China IELTS Candidate Rules specify what an IELTS candidate can and cannot do, and the action that will be taken if a candidate breaks these rules. These rules constitute an integral part of the rules and regulations stipulated in the on-line IELTS Application Form.
It is a candidate’s responsibility to read and understand these rules.
1. Identification
The following identification documents are acceptable in registering for the IELTS test: Chinese nationals from mainland China, Hong Kong and Macao must register for the IELTS test with either ——a valid and current national ID Card, or a valid and current Chinese Passport
Candidates from Taiwan may only register with a valid Mainland Travel Permit for Taiwan Residents.
Foreign nationals must register with a valid and current passport.
Chinese military service personnel can register with a valid military service personnel document. 1.1 Identification for IELTS online registration
The personal information that candidates provide upon registration will be used on their Test Report Forms.
It is a candidate’s responsibility to ensure that they fill in the online IELTS Application Form accurately.
Candidates must ensure that the personal details (name, date of birth, ID/passport number, etc.) used during online registration for IELTS are the same as the personal details on the identification document.
If the personal details provided by a candidate during online registration do not match the details on their identification document, the candidate will not be admitted to the test and will not be entitled to transfer, cancellation or refund in any form.
1.2 Identification at Check-in on Test Day
On the day of the test, candidates must present the same identification document used for online registration at both the written test and the speaking test.
The British Council reserves the right to check candidates' identification documents at any time throughout the written and speaking tests.
Use of invalid or incorrect identification documents at any time throughout the test may result in the candidate being disqualified from taking the test, or result in the voiding of test results.
Such instances include:
-Failure to present the appropriate identification document
-Failure to arrive for the test before the check-in closing time at both the written test and the speaking test;
-The identification document presented at the test contains personal information (i.e. name, gender, date of birth, ID/passport number, etc.) different from that provided upon registration; -An invalid identification document is presented (such as temporary ID card, expired ID card or passport, children’s ID card, driving license, etc.);
-Different identification documents are presented for the written test and the speaking test; -The person present on the test day is not the person shown on the identification document;
-Any other cases where a candidate’s identity cannot be verified on the test day.


All these cases, candidates are not eligible for transfer, cancellation or refund in any form. A candidate who attempts to take the test with a false or altered identification document, or who asks someone else to take the test in his/her place, will be rejected from taking the test and a refund will not be given.
Both the candidate and the impersonator will be prohibited from taking IELTS tests in future. The British Council reserves the right to inform government organisations and relevant embassies of such cases, and this may result in legal action.

If any doubt arises as to the identity of the candidate before, during, or after the test, the British Council reserves the right to take any action considered necessary to establish the genuineness of a candidate’s identity and to withhold delivery of the IELTS Test Report Form until the candidate’s identity has been established. If positive confirmation can not be made of the identity of the candidate concerned, the British Council reserves the right to void the test results before or after the Test Report Form has been issued.
As well as the requirement that candidates present acceptable and valid identification documents, identity verification on test day may include and is not restricted to: signature collection, photographing, questioning, provision of additional proof of identity, or other forms of electronic ID confirmation. If candidates refuse to participate in satisfactorily establishing their identity, they will not be permitted to take the test, and they will not be eligible for transfer, cancellation or refund of any kind.
In cases where a dispute with a candidate about identity cannot be settled on the day of the test, the British Council reserves the right not to admit the candidate to the test. The candidate may contact the British Council office on the following Monday afternoon to make an appointment for a full identity check. If the identification document is found to be genuine and valid, and the candidate’s identity is verified, a free test will be arranged for the candidate. The British Council will not make any other compensation.
2. Candidate photo
Upon check-in for the written test, candidates must present a passport-sized photo taken within the past 6 months. The photo must o?be in colour

The photo should have the candidate’s full name and IELTS candidate number written on the back. Candidates will not be allowed to take the test if they present a photo that does not match the person at check-in and the photo on the ID document. Candidates may also be prohibited from taking the test if they fail to present their photo on test day. Such candidates are not eligible for transfer, cancellation or refund of any kind.
3. Check-in times
Listening/Reading/Writing Tests: Saturday morning session
Candidates are advised to arrive at the test venue by 8:00am.
Candidates who arrive after 8:30am will not be allowed to sit the written part of the test and will not be eligible for transfer, cancellation or refund of any kind.
Speaking Test: Friday to Monday
Speaking test is normally scheduled on Saturday afternoon or Sunday. Only in rare cases will it be scheduled on the previous Friday or the following Monday.
Candidates are advised to arrive at the test venue 30 minutes before their scheduled interview time. Candidates who arrive less than 15 minutes prior to the scheduled interview time will not be admitted to the speaking test.
Late candidates who are not admitted to the test will not be eligible for transfer, cancellation, or refund of any kind.
No pre-booking or changes can be made to the interview timetable upon the request of candidates.

4. Personal belongingsCandidates should bring only their identification documents, photos, and IELTS Test Confirmation Letter to enter the test venue.
Other than identity documents, candidates will not be allowed to bring personal belongings into the test rooms.
Candidates are strongly encouraged not to bring personal belongings, especially valuables, to the test. While there will be an area where candidates can leave personal items, neither the British Council nor the Test Centre will take responsibility for personal items, and all items left in the personal belongings area are left there at the candidate’s own risk.

xamples of items not permitted into test rooms include:
- Candidate’s own stationery,
- Electronic devices,
- Telecommunication devices,
- Notes or reference books,
- Food and drink,
- Any other items deemed inappropriate by invigilators.
If deemed necessary by invigilators, candidates may be asked to empty their pockets. They may not have access to their personal belongings during the test. 5. Check that test arrangements are correct
Candidates are advised to check their personal information as stated in their Confirmation Letter.
If a candidate finds a mistake in his/her test arrangements (e.g. the test module is different from the one they registered for), they must report it immediately to the invigilator. Once the test starts, it will not be possible to deal with any enquiries about changing test arrangements. 6. Adhering to IELTS exam rules
Candidates are required to follow the invigilator’s instructions at all times.
Candidates are also required to complete all the tests independently.
If a candidate fails to comply with IELTS test administration rules and/or the invigilator’s instructions, the invigilator has the right to immediately reject the candidate from taking the test, or the remaining part(s) of the test, or to void his/her results after the test without prior warning. Such candidates will not be eligible for transfer, cancellation or refund of any kind, and they may be prohibited from taking IELTS tests in the future depending on the severity of their breach of the exam rules.

Instances of breach of exams rules include:- Taking or attempting to take the test for someone else;
- Having someone else take the test for you;
- Obtaining improper access to the test, a part of the test, or information about the test;
- Copying or removing, or attempting to copy or remove any test materials from the test room;
- Taking or attempting to take test-related information out of the test room;
- Passing or attempting to pass information to other people;
- Tearing pages from the examination booklet;
- Disrupting the test;
- Bringing prohibited items into test rooms;
- Opening the examination booklet before being told to do so;
- Copying the work of another candidate;- Passing notes to another candidate;
- Talking to another candidate;- Not stopping writing after being told to do so;
- Any other instances deemed by invigilators as cheating.

7. Re-taking the test Candidates must not attempt to re-take IELTS at any test centre throughout the world within 90 days of undertaking the test; if a candidate attempts to do so, they will be rejected from taking the test, or the results from any such test will be voided. In such cases, candidates will not be eligible for transfer, cancellation or refund of any kind.

8. Complaints
If a candidate feels dissatisfied with the test arrangements, facilities, or invigilation, or feels that their rights have been infringed in some way, they may file a complaint in writing to the IELTS Test Supervisor on the test day or to their nearest British Council office after the test.

9. Disclaimer
The British Council, IDP: IELTS Australia and Cambridge ESOL take all reasonable steps to provide continuity of service. However, they cannot be held responsible for any interruptions caused by circumstances beyond their control. If examinations or delivery of results are disrupted, every effort will be made to resume normal services as soon as possible. The British Council’s liability will be limited to the refund of the registration fee or re-testing at a later date.
The British Council, IDP: IELTS Australia and Cambridge ESOL reserve the right to amend the China IELTS Candidate Rules without prior notice to candidates.
